How does one create polar automata?

I've worked with 2D automata. However, all those produce is diamond shapes and rectangles when they spread in all directions. Hexagonal automata seem like a solution. The ones I've seen use a half pixel to represent them. The trouble is that they're elliptic rather than circular. And they're specific to a certain orientation of the plane. While even and odd rows are shifted a half pixel horizontally, the rows are sqrt(3)/2 pixels apart. I have an idea in mind but to test it I need to be able to have circular bursts.
