There's a computer that only has one operation (to read what is already there); that everyone is born with (and is thus universal); and that is far simpler than any Turing machine: it's called "perception."
Maybe this is why AI has historically been so unsuccessful--because it has never been tried according to such a simple model as perception.
Even compared to Unix's five basic operations (open, close, read, write, exec), perception--the read calculus--is far simpler, because all it ever does is read.
