The observation of network update signals.

When we consider a network composed of nodes and their connections to each other and then we do some sort of observation upon this system, such as counting the amount of nodes between two nodes, then can this process and other similar to it be considered as 'handling" the network, much like in mathematics we handle the set of numbers by setting up certain constraints that allow the system we want to appear within the numerical dimensions to manifest…
It is an assumption within me that no node, or network for that matter, may continually exist at each point beyond the “Updating”.
Also assumed is that this updating pertains to the phenomena of a signal that traverses the network which makes the nodes and connections apparent, and can only update one node at a time. and thus we can only be sure that a network exists when the signal is propagating, any “memory“ we make of past states of the network is not true in terms of a basis from which to identify the “mechanics” of the system.
Now by update I mean that the connection between two nodes is defined through an active process that must continue beyond it self on the moment that it defines it self.
So my question is, does anyone think that the “observation of node behavior” is the basis for some type of node manipulation, where this observation is our (or a system within the network) identification of a component of the network, a node or a connection..??
Since the network is a simulation, there must be a sense of comparison... In order to get this comparison we have to say that something within the node represents something, and obviously this should be the connections defined through the active signal.
What other components of a network also might there be?
